AVYAY for UPSC: India's umbrella scheme for senior citizens, its components, institutions, digital tools, Prelims traps and the Mains angle on ageing.
Why in news
A PIB backgrounder on 27 October 2026 described the Atal Vayo Abhyuday Yojana (AVYAY) as the core of India’s “silver economy” push, and listed its newest digital tools. Welfare of vulnerable sections is a fixed part of GS2, and India’s ageing population makes this scheme a likely Prelims and Mains topic.
The concept: why an elderly-care umbrella
India is ageing quietly but quickly:
- Numbers: Census 2011 counted 10.38 crore people aged 60 and above. Projections put the figure near 23 crore by 2036.
- Weaker family support: cities, migration and smaller nuclear families are wearing down the joint family that once looked after elders.
- Health: the Longitudinal Ageing Study in India (LASI) shows that a large share of older people live with functional limitations.
AVYAY, launched in 2021, answers this by bringing scattered schemes under one roof. It absorbed the older National Action Plan for Senior Citizens. Its guiding ideas are “ageing with dignity” and “ageing at place”. The second means helping elders live safely in their own homes and communities rather than shifting them to institutions.
Key features
Who runs it
- Centre: the Ministry of Social Justice and Empowerment is the nodal ministry.
- States and UTs: each prepares a State Action Plan for Senior Citizens, and can spend up to 20% of those funds on its own ideas.
- Districts: committees chaired by the Collector pick indigent beneficiaries and inspect homes.
Main components
- Integrated Programme for Senior Citizens (IPSrC): the delivery arm. It gives grants directly to NGOs, panchayats and local bodies, Its current footprint is 3 physiotherapy clinics, 17 mobile medicare units, 13 continuous-care homes and 764 homes for senior citizens.
- Rashtriya Vayoshri Yojana: a 2017 scheme, now part of AVYAY, that provides assistive devices through ALIMCO centres.
- Regional Resource and Training Centres: handle training, research and monitoring.
- PM-SPECIAL: free training to build a cadre of professional geriatric caregivers.
- SAGE: backs elder-care start-ups with up to ₹1 crore as equity, after due diligence by IFCI Venture.
- SCOPE: matches experienced seniors with productive work and livelihood roles.
Digital and monitoring tools
- Elderline (14567): a national helpline running since October 2021.
- JEEVAN app and SHATAYU dashboard (May 2026): the app gives scheme information and emergency help; the dashboard helps families locate trained caregivers.
- Monitoring: projects are tracked on the E-anudaan portal, with biometric attendance and live CCTV feeds required for transparency.
Prelims pointers
- Nodal ministry: Social Justice and Empowerment, not Health. This is the most likely trap.
- What was merged: AVYAY subsumed the National Action Plan for Senior Citizens, and Rashtriya Vayoshri Yojana is now a component.
- Helpline: 14567 is Elderline.
- SAGE vs SCOPE: SAGE funds start-ups, while SCOPE connects seniors to jobs.
- Who gets grants: NGOs, PRIs and local bodies all receive IPSrC grants directly.
Mains angle
Significance: AVYAY treats elderly care as more than charity. It combines shelter, health, assistive devices, skills and digital access, and it opens a “silver economy” of start-ups and trained caregivers.
Points to evaluate:
- Whether institutional care can keep pace with a population heading towards 23 crore.
- How far the “ageing at place” model can work without strong community health services.
- The role of NGOs and monitoring tools in ensuring the quality of care.
- How to make the most of the 20% state flexibility.
Sample Mains question themes
- India’s demographic dividend is turning into a “silver” challenge. Examine how AVYAY responds to it.
- Discuss the role of community-based care in enabling “ageing at place” in India.
