MoRTH amended the CMV Rules on 26 Oct 2026 for E85 and E100 flex-fuel vehicles. Key facts, what the fuel labels mean and what UPSC can ask.
On 26 October 2026, the Ministry of Road Transport and Highways (MoRTH) amended the Central Motor Vehicles Rules, 1989, so that flex-fuel vehicles can be certified to run on E85 and E100. The rule change is small, but it has a clear UPSC angle, because ethanol blending is where energy security, agriculture and pollution control meet.
Key facts
- The emission-certification provisions now name E100 explicitly, alongside E85.
- In a label such as E85, “E” stands for ethanol and the number gives its share by volume. E100 is almost entirely ethanol.
- A flex-fuel vehicle has a single tank and runs on varying petrol–ethanol mixes, with its engine controls adjusting to the blend on their own.
- High blends are only for vehicles designed and certified for them. A car that can take E10 or E20 can’t automatically take E85.
- Nobody with an existing vehicle has to change fuel or modify anything.
- Brazil and the United States already use flex-fuel technology.
What UPSC can ask
- Why blend at all: using more home-grown ethanol can cut India’s crude-oil import bill, which makes this an energy-security question.
- Environment: in vehicles built for it, ethanol can reduce some exhaust pollutants and life-cycle greenhouse gases. The benefit depends on the feedstock and how the ethanol is produced, which is a classic “evaluate critically” Mains point.
- Regulation: vehicle standards come under the Central Motor Vehicles Rules, which MoRTH notifies.
